二 |     今年8月9日，第13号台风“白海豚”在浙江省玉环市沿海登陆，带来狂风骤雨，初登陆后其残余云系并未消散，反而在大气环流影响下迅速掉头“返场”，长时间滞留并持续释放强降雨，给杭州防汛带来严峻考验。面对这场路径罕见，风雨极端的台风，杭州水文系统高度重视，树牢底线思维和极限思维，全员在岗迎战。通过密切监视台风发展动态、滚动会商研判最新水雨情形势，全力以赴打好防汛防台主动仗。强化责任落实，压紧压实防汛重担市水文中心闻“风”而动、向“雨”而行，迅速启动应急响应机制，班子带头扛责在肩，充分发挥数据保障组、情报预报组和应急监测组的尖兵前哨作用，连续奋战14个日夜，强化“指挥中心+水情中心+一线测站”3地24小时值守，密切跟踪水雨情监测数据，实时分析河道水位、流量变化，确保信息报送及时准确。同时，中心抽调专业技术骨干，出动146人次深入运河流域和苕溪流域一线，开展河道流量、流速等关键数据监测，共计测流220测次，掌握第一手水文动态。在此基础上，全面做好2780个监测站点运维管理，强化设备巡检维护，确保监测站数据畅通率99.8%以上，为调度提供一手情报。运河流域流量监测坚持流域“一盘棋”，精准开展洪水预报瓶窑水文站位于杭州北部东苕溪流域，作为站立在杭城“北大门”的国家重要水文站，肩负重要使命。瓶窑站水位高低直接关系着洪水是否会漫过西险大塘危及杭州主城，8月14日晚8时左右，苕溪流域瓶窑站水位追平27年前，即1999年7月1日的最高洪水位，随着暴雨不断落下，瓶窑水位继续上涨，15日凌晨2点半，瓶窑站洪峰水位来到了7.69米，新的纪录就此诞生。在此过程中，市水文中心牢固树立大局观念，做好东苕溪水位超历史极值的最充分准备，坚持上下游“一盘棋”，主动对接气象、水库、流域等上下游部门，开展雨情、水情、工情“即时会商”30余次，滚动开展洪水预报80余站次，杭州水情简报12期，为水涛庄、四岭水库错峰泄洪、北湖滞洪削峰提供精准决策依据。会商研判多维攻坚破局，提升预报预警水平台风来临前，统筹运用苕溪、运河、分水江流域数字孪生平台、杭州市水旱灾害监测预警平台等，通过正反算相结合的方式，针对不同量级极端降雨，分流域提前预演5套洪水预报方案，并结合气象未来降雨预报滚动更新预报结果。台风强降雨期间，依托瓶窑、长乐、潘板、余杭等站点洪水智能预报模型，逐小时滚动开展东苕溪干流洪水预报，支撑流域一体化调度。

三 | 基于省山洪四预平台实现山洪高级别预警智能叫应，平台自动向属地水利部门、乡镇责任人发送浙政钉消息提醒，对未及时查收消息的责任人自动触发电话叫应，辅以人工电话叫应兜底，确保山洪预警直达基层一线防御责任人。

四 | 本轮台风防御期间，累计发送预警短信11777条，发布洪水预警7期、山洪预警7期、洪水预报80余站次、杭州水情简报12期。面对“白海豚”的极限考验，市水文中心始终以“时时放心不下”的责任感和“事事准备周全”的行动力，持续筑牢杭城防汛防线，让这条防线经得起每一次风雨检验。
